Federal Skilled Worker (FSW) Eligibility Requirements

The FSW program uses a 67-point grid (separate from CRS) to assess minimum eligibility. Points are awarded for education, language, work experience, age, arranged employment, and adaptability.

FSW also requires: at least one year of continuous full-time skilled work experience (NOC TEER 0, 1, 2 or 3), a valid language test result (CLB 7 minimum for first language), and proof of sufficient settlement funds unless you have a valid job offer.

Canadian Experience Class (CEC) Eligibility Requirements

The CEC is designed for workers already in Canada on a temporary work permit who want to transition to permanent residence. It is generally the fastest Express Entry pathway.

CEC Minimum Requirements

  • Work experience: At least 1 year of skilled Canadian work experience (NOC TEER 0, 1, 2 or 3) in the past 3 years
  • Language (NOC TEER 0 or 1): CLB 7 minimum in all four abilities (speaking, listening, reading, writing)

  • Intention: Plan to live outside Quebec

Education Requirements for Express Entry

FSW requires a Canadian secondary school diploma or a foreign credential assessed by a designated organisation (ECA). CEC and FST have no formal education minimum, though education still earns CRS points.

Work Experience Rules for Express Entry Eligibility

All three programs require work experience in NOC TEER 0, 1, 2 or 3 occupations. Work experience in NOC TEER 4 or 5 does not meet program minimums, though it may count for some provincial programs.
